About Author :

P.V. Shenoi, IAS (Retd.) is the Director, Institute for Social and Economic Change, Bangalore, since 1993. The Institute conducts policy research and advises Government of India and State Governments During 1990-93 he was Assistant Director-General of International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) in charge of Inter-Governmental Relations, transfer of technology and administrative matters. Earlier, Dr. Shenoi was Special Secretary, Ministry of Agriculture (1985-90) with responsibilities for policy formulation for agricultural development as well as Secretary to the Government of West Bengal, 1973-85 and Commonwealth Advisor to the Government of Papua, New Guinea, (1977-80). He has done six consultancies for the World Bank and UNDP and was recipient of Norman Borlaug Award in 1990 for ?outstanding services to Indian Agriculture.
