About Author :

Bimal J. Deb is Professor of Political Science North Eastern Hill University. He is a former General Secretary of the North East India Political Science Association. Currently he is also Hony. Secretary, Meghalaya Regional Branch of Indian Institute of Public Administration and Treasurer of North East India Council for Social Sciences Research.

Keya Sengupta is presently Professor at the Indian Institute of Management, Shillong and formerly was the Dean, School of Social Sciences and also the Head, Department of Economics at Assam Central University. Prof. Sengupta is engaged in teaching of Economics and Research for over thirty years. She has authored and also edited many books and published several research papers in journals of repute including Artha Vijnana, Man and Development, Finance India etc. She has also presented a good number of papers in national and international seminars and delivered lectures in many universities. Prof. Sengupta has also completed major Research Projects of UGC, ICSSR and UNDP and also undertaken Research Consultancy of CII and Planning Commission. Recently, she was selected for the Indo French Social Scientist Exchange Programme and was invited by Foundation Maison des Sciences de I Hommes, Paris, France. She has also visited Belgium, Holland, Germany, Scotland and England in connection with various types of academic work.

B. Datta Ray is a veteran freedom fighter, a tamrapatra holder and a social scientist. He is the founder Secretary of North East India Council for Social Science Research since 1974.
