About Author :
B. Ashok, joined the IAS while undergoing research training in Biotechnology in IVRI, Uttar Pradesh in 1998. He is also an alumnus of London, Turin and Duke Universities in various postgraduate and research training programmes. Previously Deputy Director and Course Director in the Lal Bahadur Shastri National Academy of Administration, Mussoorie, Dr. Ashok had jointly won the best Indian Social Science Research Paper Award in 2009.

Mishra, a Ph.D. in Political Sociology and currently Professor of Sociology in RCVP Noronha Academy of Administration & Management, Bhopal and Chief Executive, Centre for Knowledge Management and Good Governance (CKMGG) established under Society Act, was Professor, Social Management in Lal Bahadur Shastri National Academy of Administration, Mussoorie, Uttarakhand.
