The State Planning, unlike National Planning, does not usually follow a serious academic and consultative process. It very often lapses into a hurriedly drawn mechanical exercise soon after the receipt of a letter from the Planning Commission. As a result, the budgetary considerations impact the State Plan rather than the State Plan determines its budgeting-process. The absence of required knowledge back-up is also one of the reasons explaining the quality status of State Plan. A Handbook on State Planning is designed to guide the State Planners to improve the quality of the State Plan.

About Author :

Bedprakas Syam Roy, an MA in Economics (1968) from the Calcutta University did his Ph.D. from the North Bengal University (1987).Earlier, he had joined in the West Bengal Civil Service (1970 batch) and specialised in developmental administration. After his selection in the IAS (1989 batch), he worked in District Administration, Area Development, Health and Family Welfare and then spent a considerable time in the State Planning Department as Special Secretary. He was also the Nodal Officer for the State Plan for Human Development in West Bengal. After retirement, he served as a Member of the Third State Finance Commission, West Bengal.
