About Author :

Prem Singh (Dr.), IAS [Former Centre Director, Centre for Rural Studies and Deputy Director (Sr.), LBS NAA, Mussoorie], Batch: 2000, Cadre: Manipur‑ Tripura, MBBS from JIPMER, Puducherry. Worked as SDO Chandel; Director, Youth Affairs and Sports, Manipur; Deputy Commissioner, Senapati District; Secretary to CM and Director, Municipal Administration Housing and Urban Development. He has done Post Graduate Programme in Public Management and Policy (PGP-PMP) from IIM, Ahemadabad. Was posted as Director, Municipal Administration Housing and Urban Development, State Mission Director (NRHM) and State Project Director (SSA). Currently he is posted as Director (Japan), Department of Economic Affairs, Government of India, Ministry of Finance, New Delhi. Areas of interest include applied economics of welfare state, service delivery in social sector (health, education).

Varunendra Vikram Singh, Faculty, Centre for Rural Studies: Ph.D., Sociology Department, Lucknow University, Lucknow. Awarded Junior Research Fellowship and also Senior Research Fellowship by Anthropological Survey of India, Government of India, Kolkata. Did Certificate Course in ‘Computer Basics & Internet’. Passed National Stock Exchange’s Certification in ‘Financial Markets with expertise in Derivative & Capital Market.’ Did an International Course on Management of ‘Common Property Resources’ from IIM, Ahmedabad.  Organized and contributed to several seminars and workshops of national importance. Worked as Researcher in National Institute of Administrative Research, LBS National Academy of Administration, Mussoorie. Has several Reports and Research papers published in scientific journals and also edited published and Co-authored books to his credit.  Areas of Interest are in the field of Land Reforms, Land Markets, Elementary Education, Tribal Development, Common Property Resources, Financial Management and Land Resources Management in India.
