About Author :
Sanjay Kumar Panda, born in 1955 in Odisha, had a brilliant academic career with two University Gold Medals, as the Best Graduate and in the Post Graduation, a Silver Medal in Diploma in Public Administration. He holds a Diploma in Forestry and a Ph.D. in Economics.
As a distinguished civil servant, he served in the Indian Administrative Service (1980 batch) for 35 years in the states of Tripura, Odisha, and in the Government of India. As the Chief Secretary, Tripura (2010-14) and Secretary, Ministry of Textiles, Government of India (2014-15), he headed the bureaucratic set up. The author combined within himself a brilliant academician and an able administrator, with professional competence and concern for the poor and disadvantaged.
His dealing with the welfare of the Scheduled Castes/Minorities and Backward Classes as the Joint Secretary; followed by a stint in the Steel Authority of India Limited and a study for diploma in Public Administration formed the backdrop of his interest and publication "Corporate Social Responsibility (CSR) in India – Past, Present and Future" in 2008, one of the first publications on the subject.
Work for Empowerment of Tribal Women through Mulberry Sericulture brought him international applause with the conferment of Louis Pasteur Award in 2016 for outstanding contribution to sericulture and silk industry by the International Sericultural Commission. His Ph. D. in economics, publication "Mulberry Sericulture – Empowering Tribal Women" and film "Soil to Silk", based on this work are valuable contribution to promotion of sericulture.
While working as Chief Secretary, Tripura, he took up mobilising the team with positive mindset and use of appropriate technology on various welfare schemes, which yielded transformative results. These have been documented in his publication "Making One Plus One Eleven" in 2014.
His areas of interest relate to Empowerment of the Poor and Disadvantaged Segments of the society in the field of promotion of handloom, handicraft, sericulture and skill development in general and development of the North Eastern Region, the tribal areas in particular.
After his superannuation from service, Dr. Panda is dealing with Skill Development as the Chairman, Executive Committee in the Tripura Skill Development Mission.
