R.S. Pandey (b. 1950) is an Indian Administrative Service Officer of 1972 batch. Presently he is the Secretary in the Ministry of Petroleum and Natural Gas, Government of India. Earlier he has served in various capacities in the Central Government as well as in the Government of Nagaland, including as the Chief Secretary and the Advisor to the Governor of Nagaland. His innovative work on communitisation won him the Prime Minister Award for Excellence in Public Administration in 2007. The Programme also received the UN Award for Public Service in 2008.
He has to his credit two books, namely Going to Scale with Education Reform: India's District Primary Education Programme, 1995-99 and Perspectives in Disability and Rehabilitation.
